The implementation process of “Unit management portal of Secondary Specialized Education” has been started

As reports Finance Time, referring to the “E-Azerbaijan.info”, the role of education is more increasingly while the rivalry gets strong in the information society where the global process got the wide scope and in meantime the natural resources are also reducing gradually. It is not accidental that  United Nations Organization has declared XXI century as “Education century”.  And it is just an appearance of it that the role of education is undeniable on formation of human capital in all countries, including in Azerbaijan.  
 
As if Secondary Specialized Education became a mirror of the national education system in the country and it has got significant role in delivery of society’s intellectual potential to the future generations.   In condition of modern market relations the specialists of secondary specialized education are required the new professional features, system-related mentality, information knowledge in the various scopes, business and entrepreneurship culture, clear and smooth analysis skill of their activities consciously, skill of acting independently in the indeterminate condition, the responsibility and etc.     

Being the appearance of all these, “Unit management portal of Secondary Specialized Education” has been created by Azerbaijan Republic Ministry of Education and ULTRA company  for these colleges.
At the moment the preparatory works have started at 5 colleges of 59 colleges for implementation of the system. Baku Computer college, Baku Pedagogical College, Baku Financial Economy college, Baku Oil and Energy college, Baku Musical College.       

“Unit management portal of Secondary Specialized Education” consists of two parts: General social site and Local system (database).
You can get information about any college that acts in Azerbaijan by means of the general social site. Advantage of this portal is that the parent can select the right speciality according to his child’s skill. The future students get the opportunity to get to know the educational plan of the college in advance where they will be educated. The special map that was placed in the site gives the opportunity  to collect the detailed information about faculties, specialities, teacher and student staff of the colleges. In addition the teachers of the college and simultaneously the students get the opportunity to share their proposals and comments with the colleagues by signing up in the site. 
The local part covers all management system and it is divided into two programmes: Educational plan and management of the staff.
The educational plan that was made by Ministry’s employees after it is directed to the director of the college. In his turn the director gives the responsible persons(deputy of director, head teacher on educational works. administrator) a commission for execution of this programme.  

Then the plan of calendar theme is being made by the teacher, the lesson timetable for general education management on base of the daily plan and the personal plan and the teacher jurnal are prepared too.
The attendance, the evaluation and other information are collected in the prepared journal. And the student who is educated in the college can get to know this information in any time. In addition at the end of each term the collected marks within a year in the student’s electronic mark book, his attendance at the lessons and the mark of the last exam are counted and as a result it is given a mark to the student.
In addition the educational plan and the educational schedule document in the system have been prepared. This document covers 4 or 5 years. That is, 365 days are divided into the weeks and days, the subject names and the delimited lesson hours for them are made. It has been proposed the new credit hours in this document with line of the Ministry of Education on purpose of increasing the students’ education bases.  
HR module has been created in the system additionally. The personal works of the college’s employees (guidance, teacher staff, other employees) and of the students that are educated are collected in this module.   

“Unit management portal of Secondary Specialized Education” has got superior features, such as simplification of education processes, conduction of the lessons on common plan, attendance, serious control on evaluation and prevention loss or forging of the documents and from this point of view Azerbaijan Republic Ministry of Education and ULTRA company transform this portal non-substitutive system in the development of secondary specialized education.
